How to register for NTN with FBR in Pakistan in 2026.

You cannot open a business bank account, sign a corporate contract, or invoice a tax-deducted client in Pakistan without an NTN. The FBR Iris portal is friendlier than it was in 2019, but it still rejects about one in three first-time applications. Here is the route that actually works in 2026.

What an NTN actually is in 2026.

NTN stands for National Tax Number, and since 2019 it is the same number as your CNIC for individuals. There is no separate seven-digit number anymore. For a salaried person in Karachi earning PKR 95,000 a month, your NTN is your 13-digit CNIC, full stop. The act of registering with FBR is what activates that number on the active taxpayer list (ATL). Until you register, you are technically a filer of zero, and every bank, every corporate client, and every property registrar treats you as a non-filer.

For an AOP (Association of Persons) or a private limited company, a separate seven-digit NTN is issued the day you complete the registration on Iris. A Lahore-based partnership selling industrial valves will have one NTN for the firm and separate NTNs (CNICs) for each partner. The withholding rates are different, the filing forms are different, and the bank treatment is different. Confusing the two on day one is how you end up paying advance tax twice on the same revenue.

Documents you need before you log in.

For an individual: a valid CNIC, a personal email you actually check, a mobile number registered against the same CNIC in your name (not your father, not your spouse), an electricity bill of the residential address dated within the last three months, and a current bank account maintenance certificate. The phone number rule traps freelancers in Faisalabad every week. Buy a PTA-registered SIM in your own name before you start.

For a business: the same individual documents for each partner or director, plus a registered business name (SECP incorporation certificate for a Pvt Ltd, partnership deed for an AOP), proof of business premises (rent agreement, electricity bill, or ownership documents), and a letterhead. If the business premises are in a different jurisdiction than your home, expect a physical verification by an FBR inspector within 14 days.

The Iris portal walkthrough.

Go to iris.fbr.gov.pk and click Registration for Unregistered Person. Enter your CNIC, name as on CNIC, and the mobile number. FBR sends a 6-digit code to that number; you enter it within 5 minutes or you start over. The code goes to the number registered with PTA against your CNIC, not the number you typed. This is the single most common failure point. If you do not receive a code in 60 seconds, your SIM is not registered to you. Check via SMS to 668 with your CNIC.

Once verified, the portal asks you to set a password and security questions. Log in. You will land on a draft 181 form (Application for Registration). Fill personal particulars, address, source of income, and bank details. Submit. For an individual NTN you are now active on the ATL by Monday morning. For a business NTN, after the 181 you submit a 181(1) with business particulars, upload the SECP/partnership documents, and wait for the inspector visit.

Worked example: opening NTN for a Karachi e-commerce store.

Sara runs an online clothing brand from a 200 square foot studio in DHA Phase 6. She incorporated a Single Member Company (SMC-Pvt Ltd) with SECP in March 2026 with a paid-up capital of PKR 100,000. The day SECP issued the incorporation certificate, she logged into Iris using her CNIC (already her personal NTN), clicked Add New Business, and entered the SMC name, NTN of director (her CNIC), and business address. Iris generated a seven-digit business NTN (e.g. 7654321-3) on the spot.

Within 10 days, an FBR inspector knocked on her studio door, confirmed the signboard, took photos of the premises, and signed off. Her SMC was on the ATL the following Monday. Total cost: PKR 0 for the NTN, PKR 0 for the inspector visit (no facilitation fee should be paid; if asked, refuse and email the regional commissioner). Her first sales tax return was due 18 days after her first taxable supply. Common rejections and how to fix them.

Top reason 1: mobile number mismatch. Your PTA-registered SIM and your Iris-entered number must match. Fix: go to your mobile operator, transfer the SIM into your own CNIC, wait 24 hours, retry. Top reason 2: address mismatch between CNIC and utility bill. If your CNIC says Bahawalpur and your bill says Lahore, FBR holds the application for verification. Fix: get a NADRA address change before applying, or attach a notarized rent agreement.

Top reason 3: name spelling inconsistency. Your CNIC, your bank certificate, and your business documents must spell your name identically. "Muhammad" on one and "Mohammad" on another will trigger a hold. Top reason 4: incomplete partnership deed. The deed must be on PKR 1,200 stamp paper, signed by all partners, and registered with the Registrar of Firms. A homemade deed printed on plain paper is rejected.

After registration: what you must file in year one.

Three things become non-optional the day your NTN is active. First, the annual income tax return, due September 30 for individuals and December 31 for companies, on the 114 form (individual) or 116 form (company). Skip it and you fall off the ATL on March 1 of the next year. Second, monthly withholding tax statements on form 165 if you make any payment subject to WHT (rent, services, salary). Third, monthly sales tax returns on STR-7 if you crossed the PKR 5 million taxable supplies threshold and registered for sales tax.

Costs, timelines, and what fast-tracks fail.

Individual NTN registration is free and takes 24-48 hours from the moment you submit the 181. Business NTN is also free but takes 7-14 days because of the physical inspection. There is no official fast-track. If a consultant offers to get you an NTN in two hours for PKR 25,000, they are either lying or paying a facilitation fee that you will eventually be asked to repay. A clean self-filed application is the only safe path.

Budget PKR 0-3,000 for documentation: stamp paper for the partnership deed, notary fees for affidavits, and a courier if the inspector wants hard copies. Beyond that, you should not be paying for NTN registration itself. If your business is complex (e.g. you operate branches in three provinces with separate sales tax registrations), a one-time consultation with a chartered accountant is reasonable. Is NTN the same as CNIC in 2026?

How long does NTN registration take in 2026?

Do freelancers need an NTN in Pakistan?

If you earn taxable income above the basic exemption (PKR 600,000 for salaried and PKR 400,000 for non-salaried in tax year 2026) you must file a return, which requires an active NTN. Even below that, getting on the ATL avoids the higher non-filer withholding on bank profit, property, and vehicle transactions.

What if I never received the OTP from FBR?

Your mobile SIM is not registered against your CNIC. Send your CNIC number via SMS to 668; if the registered owner does not match you, visit your mobile operator with original CNIC and transfer the SIM into your name. Wait 24 hours, then retry Iris registration.

Can I register an NTN from outside Pakistan?

Yes, if you have a valid CNIC or NICOP and a Pakistan mobile number registered in your name. The portal works from any country. You will need a Pakistan bank account for the business NTN, and a local address for inspection if you register a company.
